ECOWAS Endorses Feasibility of Second Subsea Link in West Africa

The Economic Community of West African States (ECOWAS) convened a workshop in Monrovia, Liberia, to validate the feasibility study for a proposed second submarine cable linking Cabo Verde, Liberia, Sierra Leone, and Guinea-Bissau.

This initiative seeks to enhance regional digital interconnectivity, expand international bandwidth, and bolster the resilience and security of communication infrastructure across participating nations.

Organized by the ECOWAS Project Preparation and Development Unit (PPDU) in partnership with the Directorate of Digital Economy and Postal Services, the workshop gathered representatives from ECOWAS institutions, national governments, and technical and financial partners. The session was officially opened by S. Mohammed Massaley, Liberia’s Deputy Minister of Posts and Telecommunications, alongside Kebba Fye, Acting Director of the PPDU.

In his address, Deputy Minister Massaley underscored the project’s significance in advancing regional digital transformation and fostering stronger integration within West Africa. He reiterated Liberia’s commitment to bridging the digital divide and promoting inclusive connectivity throughout the subregion.

Kebba Fye further highlighted that the new cable will play a vital role in strengthening network capacity and service reliability. Beyond improving connectivity, he noted, the project will stimulate innovation, facilitate cross-border cooperation, and drive sustainable economic growth.

Upon completion, the second submarine cable will not only increase international connectivity but also help lower internet costs and ensure redundancy for existing infrastructure—providing uninterrupted service in case of network failures.             

The validation of the feasibility report marks a critical milestone toward implementing this transformative regional project, reaffirming ECOWAS’s dedication to creating a digitally empowered and economically integrated West Africa.
